Vice President Sara Duterte leads former vice president Leni Robredo by seven percentage points in a hypothetical 2028 presidential matchup, according to OCTA Research’s third-quarter 2026 Tugon ng Masa survey.
Duterte received 40% of voter preference, while Robredo garnered 33%. Meanwhile, 26% remained undecided or preferred neither candidate, and 1% refused to answer.
The survey, conducted from September 28 to October 4 among 1,200 Filipino adults, showed Duterte’s lead narrowing from 11 points in the first quarter to seven points in the third quarter.
Robredo leads in Metro Manila and Balance Luzon, while Duterte maintains an advantage in the Visayas and Mindanao, where she received 71% support.
OCTA said further surveys are needed to determine whether the declining support for Duterte represents a sustained trend.
