President Ferdinand Marcos Jr. has signed Executive Order No. 130 (s. 2026), which establishes a new framework for the suspension and resumption of classes, school activities, and onsite work in public and private educational institutions and learning centers.

The order introduces a three-tier framework for class suspensions and resumptions:

1. Automatic Suspension

Classes and onsite work are automatically suspended once government agencies such as PAGASA, PHIVOLCS, or other competent authorities issue warnings or alerts that meet established technical thresholds.

2. Localized Suspension

Local chief executives, including mayors and governors, may suspend classes and onsite work based on prevailing risks and conditions within their respective jurisdictions.

3. School-Based (Granular) Suspension and Resumption

School heads may suspend face-to-face classes or onsite work when documented site-specific assessments show actual or imminent threats to the safety, health, or welfare of students and personnel.

Schools may also seek an early resumption of face-to-face classes, even during a localized suspension, if assessments confirm that conditions are safe and the concerned local chief executive approves.
