Prosecutors at the International Criminal Court (ICC) have asked Trial Chamber III to admit another set of previously recorded witness statements, including testimonies from two individuals who allegedly provided information regarding Senator Ronald “Bato” dela Rosa’s role in the Duterte administration’s anti-drug campaign. In a public redacted filing dated October 26, Acting Prosecutor Mame Mandiaye Niang requested that the recorded statements of Witnesses P-1334 and P-1348 be admitted as evidence in lieu of their live testimony, citing Rule 68(2)(b) of the ICC Rules of Procedure and Evidence.
According to the prosecution, the witnesses also provided information on the implementation of former President Rodrigo Duterte’s war on drugs and the alleged shift in the actions of certain individuals following Duterte’s assumption of office. The filing states that their testimonies reference alleged “target lists” of individuals linked to illegal drugs, as well as claims of “killing quotas” and financial incentives. Witness P-1334, identified in the filing as a woman, reportedly described the structure, reporting hierarchy, and key personnel of a redacted entity, including Dela Rosa’s alleged involvement in anti-drug operations. Dela Rosa served as chief of the Philippine National Police (PNP) from July 2016 to April 2018.
