The Japanese Chamber of Commerce and Industry of the Philippines (JCCIPI) has raised concerns over Joint Administrative Order No. 2026-01 issued by the Department of Energy and the Department of Environment and Natural Resources, particularly its requirement for existing operators to surrender privately owned assets upon contract expiration. The chamber warned that the policy could weaken companies’ financial positions, discourage foreign investments, and create unfair bidding conditions. It urged both agencies to clarify the disputed provisions and consult affected stakeholders before implementing the policy.
